DoD Voluntary Exit Program: Round Two

The Pentagon is offering voluntary early retirement and separation incentives to civilian employees as part of a broader effort to modernize the Department of Defense (DoD) and realign resources towards higher priorities. This voluntary program, known as Voluntary Early Retirement Authority (VERA) and Voluntary Separation Incentive Payments (VSIP), aims to reduce personnel costs and streamline operations.

The incentives are available to eligible civilian employees across various DoD components, but specific eligibility requirements and the availability of the program will be determined by each individual DoD agency based on their specific needs and goals. The offer is not available DoD-wide.

The DoD is facing increasing pressure to adapt to evolving global security threats and technological advancements, requiring it to shift resources from legacy systems and programs to emerging capabilities. By encouraging voluntary departures, the Pentagon hopes to avoid involuntary layoffs and reduce the overall civilian workforce size.

The VERA allows eligible employees to retire early with full retirement benefits, while VSIP provides a lump-sum payment to employees who voluntarily separate from service. The specific amount of the VSIP is determined by the employee’s length of service. The DoD expects to reinvest the cost savings generated by this initiative into critical modernization efforts. The offer is expected to be extended later this year, allowing DoD agencies to implement the program at different times based on their individual organizational requirements.
